    This question confuses me alot!.
    It says “the unemployment rate among construction workers”
    How can there be unemployment amongst workers?
    Aren’t they by definition working already working

      Hi Ogunlana,

      When we say “construction workers”, we are talking about people who have the ability to perform construction related tasks. The title “construction worker” does not mean that the person is employed or unemployed, it just means that they have the requisite skills. When they say unemployed construction workers, that refers to the construction workers who are currently unemployed. I hope this clarifies what you were asking.
