    In this case, if I take both statements into consideration, I can solve both to find y=4 and x=6. So why should the answer not be C, since both statements together are giving me sufficient proof?

      That is correct if you combine the two statements we will get unique values for x and y, and in this scenario x will be greater than y. However, note what answer choice C means in the GMAT data sufficiency context: BOTH statements (1) and (2) TOGETHER are sufficient to answer the question asked, but NEITHER statement ALONE is sufficient”.

      The requirement that neither statement alone is sufficient, is necessary before you can select answer choice C. Here statement 1 alone is sufficient and that is why choice C is ruled out.
